Die Kuh ist in Indien heilig. Das habe ich [Inderin, 34, lebt in Indien] in deutschsprachigen Indien-Reiseführer gelesen. Kuh-Urin für Poojas [Gebetsrituale] kann man inzwischen auch online kaufen. Die Kuh gehört zum Alltag auf Indiens Straßen, auch in Großstädten wie Bangalore, Mumbai, Delhi. Ein umstrittenes neues Gesetz verbietet nun den Viehverkauf – angeblich aus Gründen des Tierschutzes. Was bringt das? Und was bedeutet das für Menschenrechte, Frauenrechte und für die Nahrungsmittelversorgung?
Was das für Menschenrechte, Frauenrechte und für die Nahrungsmittelversorgung bringt, die Themen die Indien wirklich bewegen sollten? Gar nichts.
Aber der Reihe nach. Das indische Ministerium für Umwelt, Forst und Klimaveränderung verkündete am Freitag, den 26. Mai 2017 das Verbot des Verkaufs von Vieh für die Schlachtung und löste einen Aufruhr im Lande aus. Das Verbot betrifft insgesamt den Verkauf von Kühen, Bullen, Stieren, Kälbern, Färsen, Ochsen, Büffeln und Kamelen. Das Schlachten [welches zur Zeit in den Bundesstaaten unterschiedlich gehandhabt wird] an sich ist nicht explizit verboten, aber in Konsequenz wird dies impliziert; denn die neuen bürokratischen Formalitäten sind kolossal. Betroffen sind – neben Konsumenten – die nicht-Hindus, nämlich Dalits [unterste Kaste] und muslimische Bauern, die für ihren Lebensunterhalt Viehzucht betreiben.
Tierschutz-Aktivisten und Tierliebhaber sind begeistert. Denn das erklärte Ziel der Regierung besteht darin, die Bedingungen für Schlacht-Tiere zu verbessern. Aber man muss schon sehr naiv sein, um dem Glauben schenken zu können. Denn die faktische Wirkung des Gesetzes wird sein, dass die Schlachtung von Kühen in Indien legal kaum mehr möglich ist; und damit löst die amtierende (hindu-nationalistische) Regierung ihr Versprechen ein, die sogenannte Heilige Kuh zu schützen. Sogenannt deshalb, weil vor Antritt der neuen Regierung (im Mai 2014) die „Heilige Kuh“ im Alltag gar nicht als so heilig behandelt wurde: Zwar berühren viele Inder eine Kuh beim Vorbeigehen und bekreuzigen sich, aber in vielen Bundesstaaten essen sogar Hindus Rindfleisch (z.B. Kerala, Karnataka) und Indien ist tatsächlich größter Exporteur von Rindfleisch weltweit (sic!). Auch in den Medien wurde das Konzept der Heiligen Kuh keineswegs breitgetreten. Und dann, Mai 2014, Auftritt neue Regierung.
Natürlich kann man ohne Rindfleisch leben. Darum geht es hier aber nicht. Es dreht sich um die Frage, ob ein säkulares und demokratisches Land eigentlich so eine Gesetzgebung verabschieden darf, die faktisch Rindfleischkonsum und die Rinderschlachtung verbietet – der Aspekt des Tierschutzes ist hierbei unstrittig, aber das Gesetz schießt über diese Zielsetzung des Tierschutzes klar hinaus. Die Bundesländer reagieren unterschiedlich. Einige protestieren leise, einige lauter. „Das grundsätzliche Recht des indischen Bürgers wird hier verletzt. Heute Fleisch, morgen Fisch“, protestierte der keralesische Ministerpräsident Pinarayi Vijayan, „damit hat der Staat bestätigt, dass er Marionette der der fanatischen hinduistischen Organisation RSS ist“. Die RSS hat bereits ein Verbot von Rindfleischkonsum gefordert.
Im Gegensatz zum restlichen Indien weist Kerala (südlicher Bundesstaat) ein außerordentliches und harmonischen Verhältnis zwischen Christen, Moslems und Hindus auf [ca. 20 %:25 %:54 %]. Außer einigen kleinen Gruppen essen alle u. a. auch rotes Fleisch. Ja, auch die Hindus! Ca. 60 % des Fleischkonsums ist Rind. U. a. hat Kerala eine berühmte und beliebte Küche; seine würzigen Fleisch- & Fischgerichte sind exquisit. Nicht verwunderlich,dass die Bevölkerung in Kerala nicht begeistert ist von dem Gesetz der Zentralregierung. Aus Protest feierte Kerala am Samstag nach dem Gesetzeserlass ein Beef Festival in seiner Hauptstadt Kochi. Ein Protestposting auf Facebook las sich wie folgt: „Heh! Wenn die Zentralregierung kein Rindfleisch mag, dann eben nicht. Aber nur, weil du deine Schwester als Schwester siehst, ist die Schwester für den Schwager immer noch die Ehefrau, und nicht die Schwester.“ Auch in anderen Landesteilen sorgt das Gesetz für Unruhe. In Bangalore zum Beispiel, vor kurzem zur dynamischste Stadt der Welt gekürt, sorgen sich Restaurants um Ihre Kunden. Weitere Fleischsorten wie Lamm und Huhn drohen teurer zu werden. Nun warten alle gespannt, wie es weiter geht.
Anstatt zu kontrollieren, was die Bürger essen, sollte der Staat sich Gedanken machen, ob die Bürger überhaupt etwas zu essen haben. Die regierende Partei Bharathiya Janata Party ist nicht unbekannt für seine eher fanatischen oder gar faschistischen Motive. Die RSS [Rashtriya Swayamsevak Sangam], das Fundament und die Keimzelle der BJP, hat das oft auch bewiesen. Indien ist bekannt für seine Pluralität, und das Grundgesetz Indiens garantiert gleiche Rechte für alle, ohne Diskriminierung wegen Religion, Rasse, Kaste, Geschlecht oder Geburtsort. Doch seit dem erstaunlichen landesweiten Sieg der BJP in 2014 schwebt über dem Land eine gewisse Sorge um den Erhalt der säkularen Tradition. Der Verdacht, dass die fanatische hinduistische Partei das Hindutva [kurz: das Hindu-Sein] fördert und sich somit das multikulturelle und multiethnische Land langsam aber unbemerkt zu einem religiös extremen und intoleranten Land entwickelt, liegt bei jeder neuen Gesetzesverabschiedung in der Luft. Über die im Land verübten Übergriffe ‚im Namen der Kuh‘ schweigt der Staat.
Was so ein Verbot auslöst, scheint nicht das Problem des Staates zu sein. Oder, dass der Bauer nun seine Kuh bis zum Lebensende [der Kuh] behalten müsste. Somit kommt es wohl bald dazu, dass mehr Kühe [lebendig oder nicht] als Menschen und Autos auf der Straße sein werden und zur zusätzlichen Behinderung des indischen Straßenverkehrs beitragen. Die offene Frage ist auch, welches Interesse möglicherweise die regierende Partei am Fleischexport hat, wie wahrscheinlich ist eine staatliche Monopolisierung des Viehtransportes und der Schlachtung (inklusive der wirtschaftlichen Einnahmen). Indien ist (wie bereits erwähnt) der größte Fleischexporteur weltweit.
